Hey guys,
we recently deployed a Lync Server 2013 SBA (with Windows Server 2008 R2 SP1) and noticed that the Front End Service (RtcSvc) on the SBA isn't starting.
Additionally, the Windows Fabric Host Service is not running on the SBA. When we manually start the Windows Fabric Host Service, it is running until we start the Front End Service on the SBA. As soon as we start the Front End Service, the Windows Fabric
Host Service stopps. All other services (Windows and Lync) are running as expected.
The whole environment consists of a Lync Server 2013 Enterprise Edition Front End Pool with 2 FEs, a Persistent Chat Pool with 2 Persistent Chat server and an Edge Server Pool with 2 Edge server (all server run on Windows Server 2012 with latest updates
installed).
Here are the entries from the Event Log of the SBA:

The Lync Server Front-End service terminated with service-specific error %%-1008193491.
Failed starting a worker process.
Process: 'C:\Program Files\Microsoft Lync Server 2013\Server\Core\RtcHost.exe' Exit Code: C3E8302D!_HRX! (The worker process failed to initialize itself in the maximum allowable time.!_HRM!).
Cause: This could happen due to low resource conditions or insufficient privileges.
Resolution:
Try restarting the server. If the problem persists contact Product Support Services.

We already checked or did the following:
- DNS/Firewall
- Reset of the SBA and Re-install (also deleted the SBA from the Topology first)
- Reset of the Fabric Pool
- Start and stop services manually
- Re-installed the local databases
- installed all Windows Updates
- installed Lync Server 2013 CU2
- Certificates
- Permissions/Groups in AD
- Enable-CsTopology
Any ideas how we can solve the issue?
