Force Lync-to-Lync calls for an external number?

I'm hoping this is an easy one:

We have several entirely independent Lync infrastructures and are looking for a way to force a single number to route as a Lync to Lync call instead of a PSTN one on all our domains.

Basically, what we'd like is for one particular number (123-555-5555), which one of our domains controls, to be dialed as Lync to Lync from the others.  If a person calls the number from a true external source, like a cell phone, it routes normally, but if a person calls from one of our independent Lync instances, rather than pointlessly calling out via PSTN just to turn right around and come back to our other Lync deployment, we skip the (costly) middleman.

Let's say our number lives on Domain A.  I've created a stand-in, Lync-enabled fake user account on Domain B with thesame number assigned to it, and enabled call forwarding by SIP to our Domain A account.  I'd hoped this would 'intercept' anyone trying to call out to that number from Domain B, and push the call over Lync-to-Lync, but it doesn't seem to work properly.

Has anyone set something up like this?

I apologize if the scenario seems confusing, we're just trying to save ourselves some pointless PSTN calls between our own Lync instances.
